Dear WU Aiying Buzhang - Minister of Justice,

A koan:

A prisoner was being held by the Emperor. He languished many years in the darkest pits of the forbidden city. The people cried out for his release, but the Emperor was unmoved. His advisors beseeched him to reconsider his position; that the prisoner was not so dangerous as had been believed. Many of the priests said that the prisoner was an incarnation of the Adamantine Buddha, and the nobles believed he represented progress. The Emperor, on his deathbed, feeling dissatisfied with his long rule, made a last decree: the prisoner was to be released. "Sir," the palace stewards said, "the prisoner died many years ago."

At that moment, the Emperor was enlightened.
